Safeguarding Moldova’s EU Path: Economic Security in Practice

Russia’s sanctions evasion networks are increasingly shifting towards the EU’s eastern neighbourhood, with Moldova emerging as a key transit hub for dual-use goods and illicit financial flows. Closing enforcement gaps in customs, beneficial ownership, anti-money-laundering supervision and investment screening is critical to strengthening Moldova’s resilience.

The policy brief examines Moldova’s exposure to sanctions evasion and outlines measures for stronger EU and national enforcement. It proposes linking EU financial support to enforcement performance and building a regional monitoring capability that could be applied across the EU’s eastern neighbourhood.
